Is the "War on Terrorism" a precursor to government massive surveillance of people’s private lives?

The whole "war on terrorism" that is going on in today’s society … will it eventually lead to government massive surveillance of people’s private lives? … like in the novel/movie "Nineteen Eighty-Four" where everyone is being constantly watched by the Thought Police.
